Structural safety
Not every crack is dangerous, and not every crack is trivial. An engineering inspection tells an ordinary finishing crack apart from a structural one that needs immediate action.
What you receive
Hairline cracks in the plaster are usually harmless. Diagonal cracks at the columns, or horizontal ones in the beams, need immediate inspection.
Not before the foundations and columns are inspected and the existing loads calculated. Adding a floor without that is a serious risk.
